What is fire alarm testing?
Fire alarm testing is a legal requirement under the Regulatory Reform (Fire Safety) Order 2005. Manchester Compliance provides installation, testing and maintenance of fire alarm systems across Greater Manchester. Weekly testing, quarterly inspections and annual servicing available.
What Is Fire Alarm Testing?
Fire alarm testing is the systematic inspection, testing and maintenance of fire detection and alarm systems to ensure they will operate correctly in the event of a fire. This includes testing smoke detectors, heat detectors, call points, sounders, control panels and all associated wiring.
Under the Regulatory Reform (Fire Safety) Order 2005, the “responsible person” — typically the landlord, building owner or employer — must ensure that fire detection and alarm systems are properly installed, maintained and tested at regular intervals.
All testing must be carried out in accordance with BS 5839-1 (commercial and non-domestic premises) or BS 5839-6 (domestic premises including HMOs). Our qualified engineers maintain full compliance records including logbook entries and certificates for every visit.
⚠ Important for Landlords & Building Owners
Failure to maintain fire alarm systems can result in enforcement action from the fire service, prohibition notices preventing use of the building, and criminal prosecution with unlimited fines.

Fire Alarm Legislation & Standards
Fire alarm testing is governed by several pieces of legislation and British Standards. Understanding your obligations is essential to avoid enforcement action and keep occupants safe.
Regulatory Reform (Fire Safety) Order 2005
The primary legislation requiring the responsible person to carry out a fire risk assessment and maintain fire safety measures, including fire alarm systems, in all non-domestic premises.
BS 5839-1: Non-Domestic Premises
The British Standard covering fire detection and alarm systems in commercial and non-domestic buildings. Defines system categories (L1 to L5, M, P1, P2) and testing frequencies.
BS 5839-6: Domestic Premises & HMOs
Covers fire detection and alarm systems in houses, flats and HMOs. Defines grades (A to F) and categories for domestic fire alarm systems.
Penalties for Non-Compliance
The fire service can issue enforcement notices, prohibition notices and prosecute under criminal law. Fines are unlimited and custodial sentences are possible for serious breaches.

Fire Alarm Testing Frequencies Explained
BS 5839-1 defines clear testing and maintenance schedules for fire alarm systems. Here's what's required and when.
Call Point Activation Test
A different manual call point should be tested each week on a rotating basis. This confirms the control panel receives the signal and activates the sounders. The test should last long enough to confirm the alarm operates but typically no more than one minute.
- → Rotate through a different call point each week
- → Confirm panel receives signal correctly
- → Check sounders activate throughout the building
- → Record result in fire alarm logbook
Competent Person Inspection
Every three months, a competent fire alarm engineer should inspect the system. This includes visual inspection of all devices, checking for damage, testing a proportion of detectors, and verifying the control panel functions.
- → Visual check of all detectors, call points and sounders
- → Test a proportion of automatic detectors
- → Check battery condition and standby supply
- → Verify cause-and-effect programming
Full System Service & Certification
A comprehensive annual service covers every device on the system. All detectors are tested, batteries are checked under load, cable connections are inspected and the entire system is verified against the as-fitted drawings.
- → Every detector and call point individually tested
- → Battery load test and standby duration check
- → Full panel diagnostics and fault log review
- → Certificate of compliance issued
Properties That Require Fire Alarm Systems
Fire alarm testing is required across a wide range of property types. Here are the most common properties we service.
HMOs (Houses in Multiple Occupation)
All HMOs require fire detection systems under licensing conditions. Larger HMOs typically need Grade A, Category LD2 systems to BS 5839-6.
Commercial Premises
Offices, shops, warehouses and industrial units require fire alarm systems designed, installed and maintained to BS 5839-1.
Blocks of Flats
Communal areas in blocks of flats require fire detection in hallways, stairwells and plant rooms. Systems must be tested regularly under the fire risk assessment.
Schools & Education
Educational premises require comprehensive fire alarm systems with regular testing to comply with fire safety legislation and Ofsted requirements.
Care Homes & Healthcare
Care homes require the highest level of fire protection (L1 systems) with sleeping risk considerations and staff alert systems.
Build to Rent Developments
Large-scale BTR developments require integrated fire alarm systems across communal areas with planned preventative maintenance schedules.

Fire Alarm Testing — Frequently Asked Questions
Common questions about fire alarm testing requirements, costs and compliance in Manchester.
How often do fire alarms need testing?
Fire alarms require weekly testing (a short activation of one call point), quarterly inspections by a competent person, and a full annual service in line with BS 5839-1. Manchester Compliance can manage all three frequencies for you.
Who is responsible for fire alarm testing in a rental property?
The landlord or building owner is responsible under the Regulatory Reform (Fire Safety) Order 2005. For HMOs, the landlord must ensure a suitable fire detection system is installed and regularly tested. Managing agents can arrange testing on the landlord's behalf.
What happens if my fire alarm system fails an inspection?
If faults are found during an inspection, they are classified by severity. Critical faults require immediate attention. We provide a detailed report of all findings and can carry out remedial works the same day in most cases to bring your system back into compliance.
Do I need a fire alarm in a single-let property?
Yes. Since the Smoke and Carbon Monoxide Alarm (Amendment) Regulations 2022, all rented properties in England must have smoke alarms on every storey and carbon monoxide alarms in rooms with fixed combustion appliances. HMOs and larger properties require more comprehensive systems to BS 5839-6.
How much does fire alarm testing cost in Manchester?
Our fire alarm testing starts from £75 + VAT per visit for standard commercial premises. Pricing depends on the size of the system, number of zones and devices. We offer discounted rates for annual maintenance contracts. Contact us for a tailored quote.
